Constitution and By Laws of YCC




PREAMBLE

          Imploring the guidance of the Holy Spirit, we, the members of the YCC of the Holy Cross of Davao College, Inc., in order to help in the propagation of the word of God; to study the doctrines, dogmas, percepts and traditions of the church; to pressure, defend and practice her moral and spiritual values; in the promotion, strengthening and enhancement of the faith and virtues of the faithful and in the active participation to any apostolic activities and hereby adopt and promulgate this constitution and by-laws. 
ARTICLE 1. NAME, PRINCIPLE, OFFICE AND MOTTO

SECTION 1.Name

        The name of the organization shall be the Young Catholic Crusaders.


SECTION 2.Office

        Its principal office shall be located at the San Pedro Cathedral, Davao City.

SECTION  3.Motto

        The motto of the organization shall be “Pro Deo et Ecclesia” which means – For God and the Church.

ARTICLE II. OBJECTIVES

SECTION 1. Objectives

                The primary objectives of the organization are as follows:

  1. To help the church in the propagation of the gospel;
  2. To study its doctrines, dogmas, percepts, and traditions;
  3. To uphold the defend, in writing and in speech the Catholic Faith from the attacks and denunciation whether from within or without;
  4. To conduct bible studies, catechetical instructions, seminars, bible rallies, prayer meetings, and other religious activities relating and/or called by the organization;
  5. To enhance the faith of the members by conducting a continuing studies of the Catholic religion with emphasis with the Holy scriptures;
  6. To render assistance to different parishes for the formation and development of the Christian communities;
  7. To render moral and spiritual aid to the poor and the needy;
  8. To promote for the sanctification of the members as well as their zeal in implementing the program of activities.

ARTICLE III. MEMBERSHIP


SECTION 1. Membership

        Any student become a member of the organization, provided that:

A.           He/she must possesses the qualification and none of the disqualification as herein after set forth;
B.            He/she is n old member who still abides and adopts the constitution and by-laws upon its ratification and promulgation.
SECTION 2. Application

        The application of the membership shall be made in a written manner through an application form provided for the purpose and shall be filed under the YCC- HCDC, where the applicant is a bona fide student.

SECTION 3. Membership Roll

        Membership roll of the organization shall be kept and maintained either under the custody of the secretary or any officer as maybe delegated by the president. The contents of the membership roll are as follows:

  1. Names of all members admitted in specific duration;
  2. Any necessary information and data as may required the secretary and the secretary and/or by the delegated officer.


ARTICLE IV. QUALIFICATIONS AND DISQUALIFICATIONS


SECTION 1. Qualifications

        To become a member of the organization, interested student must possess, at the time of his application (for membership) the following qualifications:

  1. He/she must at least sixteen (16) years of age;
  2. He/she must preferably be a practicing Catholic;
  3. He/she must have good moral characters;
  4. He/she must not be a member of any organization whose principles, teachings, beliefs, and practices are contrary to and inconsistent with the principles, doctrines, teachings, beliefs, and practices of the Catholic Church.
  5. He/she must be willing to serve the organization in its apostolic missions and activities.


SECTION 2. Disqualification

        Grounds for disqualifications are as follows:

  1. When he/she ceases to be of good moral and spiritual standing;
  2. Upon convicting of a crime involving moral turpitude;
  3. When he/she openly and publicly adheres to an established and recognized heresy;
  4. When he/she expressly relinquishes his Catholic Faith;
  5. When he/she an acts offensive to the Catholic faith or to the organization;
  6. When he/she willfully and knowingly violates this constitution and by-laws, and such other rules and regulations that maybe promulgated by the organization;
  7. When he/she engages in any unauthorized debates with any member of other denominations.


ARTICLE V. RIGHTS AND RESPONSIBILTIES

SECTION 1. Rights and Responsibilities

        The members shall have the following rights:

A.      To exercise the right to vote on matters relating to the affairs of the organization, except those which are to be exercised by the board;
B.       To be eligible to any elective or appointive position in the organization, provided to, that he/she shall possesses the necessary qualifications appertaining thereto;
C.       To participate in all deliberation of the organization;
D.       To avail with all existing facilities, privileges, services, and any other benefits of the organization;
E.        To examine the records of the organization during office. 

SECTION 2. Responsibilities of Members
       
        Member shall have the following responsibility:
A.         To obey and to abide the constitution and by-laws, rules and regulations which the regulations which the organization may promulgate;
B.          To attend all meetings, training, teach-in, seminars and other related meetings as maybe called by the president , any responsible officer, of members of the board;
C.          To render personal service to the organization in carrying out its purposes and objectives;
D.         To earnestly and actively participate in any religious and apostolic activities which the organization may undertake;
E.           To give and contribute any amount of money or kind that maybe assessed by the organization.

ARTICLE VI. MANNER OF ELECTION, OFFICERS AND DUTIES

SECTION 1. Executive Officer of the organization

        The executive officers of the organization consist of the following whose powers and duties here in after provided:

  1. President
  2. Vice President
  3. Secretary
  4. Treasurer
  5. Auditor
  6. Information Officer

                                                                                                                                         
SECTION 2.President

        The president shall be the chief line executive of he organization. As, he/she  shall have the following duties:

  1. To stand as the presider at all meetings, unless such power and duty to preside any meeting has been delegated to a presiding officer as any appointed by the body upon recommendation of the president.;
  2. To direct and supervise all members of the organization including the proper implementation and enforcement to all its resolutions;
  3. To take over all responsibilities of the activities of the organization;
  4. To prepare the consultation with the proper officer and committee chairman an annual program of the activities of the organization.
SECTION 3.Vice President Internal Affairs

                The vice president for Internal Affairs shall have the following responsibilities:

  1. To take charge of the administration of the organization;
  2. To automatically be the chairman of the committee on conciliation and discipline;
  3. To assume the office of the president in the temporary absence of the later;
  4. To perform other functions and duties as may be delegated by the President.
SECTION 4.Vice President Apostolic Affairs

        Apostolic Affairs shall be the term used to describe the external affairs of the organization. The responsibilities and duties of the Vice President for Apostolic Affairs are as follows:

  1. To take charge o the apostolic activities and missions of the organization;
  2. To act automatically as the chairman on the apostolic affairs;
  3. To assume the office of the President in the temporary absence of the President  and / or of the Vice President Internal Affairs;
  4. To perform other powers and duties as may be delegated to him, by the President.

SECTION 5.Secretary

        The following are the responsibilities of the secretary:

  1. To keep the minutes;
  2. To update the membership roll and other documents required the same;
  3. To attend any correspondence assigned to him/her;
  4. To perform other duties as assigned / delegated to him/her by the President.

    SECTION 6.Treasurer

                    The treasurer has the following function:

  5. Shall be the chief financial officer;
  6. Shall automatically serve as the chairman of the financial and  Management Committee;
  7. Shall be the responsible for the collection of all fees from the members;
  8. Shall prepare monthly report of the disposition of funds of the organization and an inventory report of the entire properties and temporalities o the organization at the end of the school year.


SECTION 7.Auditor

                His / her functions are as follows:

  1. To examine the financial statements and records of the organization.
  2. Automatically the chairman of the committee on audit and inventory;
  3. To attest the veracity and correctness of the financial reports pertaining to the dispositions and disbursement of funds, as well as the properties and temporalities of the organization.


SECTION 8.Public Information Officer

                The Public Information Officer shall have the following duties:

  1. Shall be the responsible for the establishment of the harmonious links and relationships with the other religious organizations and clubs and other Christians communications for the purpose of effectively carrying out the objectives of the organization;
  2. Shall automatically be the committee on publications and information;
  3.  Shall perform duties and powers as may delegated to him by the president.


ARTICLE VII.NOTICE OF MEETING

SECTION 1.Regular Meeting

        Regular meeting of all assemblies of the organization shall be held with proper notice thereof indicating the time, place, and date o such meetings.

SECTION 2.Special Meeting

        Special meeting of the special committee shall be sent to the individual members thereof. Such notices shall contain the matter to be taken up during such meetings.


ARTICLE VIII.SPECIAL COMMITTEES

SECTION 1.Special Committees

                There shall be six (6) special committees of the organization. Namely;

  1. Recruiting, Screening and Teaching Committees;
  2. Financial and management Committee;
  3. Information and publication Committee;
  4. Worship Committee;
  5. Apostolic Committee;
  6. Conciliation and discipline Committee.

Each committee shall be composed of at least three (3) members and who shall be responsible to the Executive Committee. The following are the:
SECTION 2.Recruiting, screening and Teaching Committee

        The committee shall have the following functions:

  1. Shall be the responsible for the examination to any interested student who may become a newly member;
  2.  Shall be responsible for the recruitment and screening to the members in accordance to their capacity.

SECTION 3.Financial and Management Committee

        The committee shall have the following functions:

  1. Shall prepare the financial business plans for the approval of the executive;
  2. Shall take charge on the canvassing and procurement of goods and items;
  3. Shall take charge in the management of income generating projects.

SECTION 4.Information and Public Committee

        The committee shall take charge on all matters with requirement to mass information and actions.

SECTION 5.Worship Committee

        The committee shall have the following functions:

  1. Shall uplift and supervise the members prior to the vision-mission statement of the Holy Cross of Davao College.
  2. Shall be responsible on the initiation of any spiritual matters.

SECTION 6.Apostolic Affairs committee

        The committee shall have the following functions:

  1. Shall be responsible on the conduction of any religious activities such as teach-ins, Bible studies, Seminars, Catechisms, lectures, trainings and other apostolic activities of the organization.
  2. Shall prepare the appropriate programs of instructions, syllabi of lectures, and the assignments of personnel, speakers, lectures and other persons necessary therewith.

SECTION 7.Conciliation and Discipline Committee

        The committee shall have the following function:

  1. Shall take charge in the conduction of the investigation in accordance to Article IV, Section 1 and 2.
  2. Shall initiate and institute proper charges against the violation/s of any member;
  3. Shall give proper disciplinary action.


ARTICLE IX.AMENDMENTS

        This constitution and by-laws may be amended, modified, altered and revised for a new set of CBL, if deemed necessary provided that at least two-thirds (2/3) of the majority vote will come up.
